In the hub in the children of the cathedral hospital the southern area of the hub where the water merchant and water tanks are there is a room with a locked door in the upper left part of the building. Inside the room there is a bookshelf with the 2 rad-x and 2 rad away along with some other stuff like a hunting rifle, CoC robes etc.
