Baron Phillips, a spokesman for Sellar Group, the company founded by the deceased Shard developer Irvine Sellar, boasted to the Telegraph the homes would be sold in just "20 phone calls". But the Guardian reports no sales have been recorded so far. Henry Pryor, a luxury property buying agent, told the Guardian the flats were in the wrong part of London for wealthy buyers.

This is a distinct possibility, since the building is owned by the State of Qatar and the original developer, Sellar Property Group. And these would not be the only properties in London—or any high-end market—where foreign investors hold assets waiting for the market to turn. For comment, the developer directed us to its PR firm, Edelman, which declined to answer questions about the empty flats.

One Hyde Park and the Tower building are two other, current examples.
